Crostini UI should be enabled separately from kvm_host

Issue description

For now, we are using "kvm_host" as the signal of whether to enable crostini on a board. This, along with the default-enabled ExperimentalCrostiniUI feature also enables the Crostini UI for that board. 

We want to separate these - a new USE flag "crostini_ui" should be used for a particular board, and the default-disabled ExperimentalCrostiniUI feature will then be enabled, allowing the Crostini UI to be shown.

As a final item, we can remove the "Experimental" from the feature name above.
