Crostini UI should be enabled separately from kvm_host |

Issue descriptionFor now, we are using "kvm_host" as the signal of whether to enable crostini on a board. This, along with the default-enabled ExperimentalCrostiniUI feature also enables the Crostini UI for that board. We want to separate these - a new USE flag "crostini_ui" should be used for a particular board, and the default-disabled ExperimentalCrostiniUI feature will then be enabled, allowing the Crostini UI to be shown. As a final item, we can remove the "Experimental" from the feature name above.

Note that we're currently tying to "eve". We will eventually want to make this more general than just eve :-)
