Bluetooth is discoverable notification shows up unnecessarily

What steps will reproduce the problem?
(1) Go to Settings
(2) Screen Lock
(3) Set up Smart Lock
(4) Search for phone

What is the expected result?
No notificaiton pops up

What happens instead?
Notification saying that Chromebook is discoverable shows up, this is a side effect of the older Smart Lock that used Bluetooth Classic, we no longer use that.
