Tab shortcut is broken on Chrome OS

What steps will reproduce the problem?
(1) On the desktop without any window open 
(2) Press "tab" 

What is the expected result?
The indication shows on the shelf item

What happens instead?
The indication to indicate which shelf item is selected is gone

Tracked down to https://chromium-review.googlesource.com/c/chromium/src/+/1009243. This affects focus on shelf and system tray items.

Select shelf / system tray using alt+shift+S or alt+shelf+L and press tab, we should still see blue boxes.

I think this is because we changed kFocusBorderColor in ash_constants.h. As commented in the file, the value is used for shelf and launcher items too.

Sorry, the comment doesn't mention shelf. But the value might be used for the shelf as well as it's in ash_constants.h.
