What steps will reproduce the problem?
(1) Enter tablet mode
(2) Select some text into copy buffer
(3) Select omnibox area and start typing to trigger omnibox dropdown
(4) Tap into omnibox area to bring up Paste menu

What is the expected result?

Paste menu is shown somewhere visible

What happens instead?

Paste menu is shown behind the omnibox dropdown
