Issue description

Steps to repro:
# Launch JAWS
# Launch any new Doc
# Turn off virtual cursor (JAWS + z)
# Go to Settings > Accessibility > Enable Braille Support and make sure it is NOT checked

Expected: backspace or delete works, character is deleted

Note that his reproduces with virtual cursor both on and off

This cannot be reproduced with NVDA in Chrome and any screen reader in Firefox. It also can't be reproed with JAWS in Chrome with Braille Support enabled.

aleventhal@, please take a look at this to see if the root cause is in Chrome, Docs, or JAWS.

Further note: Firefox + JAWS + brl support off: backspace/delete keys just make jaws say 'blank' without announcing the character it's deleting
Google Chrome	68.0.3432.3 (Official Build) dev (64-bit) (cohort: Dev)
JAWS 2018.1805.33 Private Beta 64-bit English
Windows 10 Enterprise Version 1607

I am able to delete characters if the virtual cursor is on, however, the virtual cursor should not be on for editing text.

I am still unable to delete characters when the virtual cursor is off as recommended for editing.

Aaron, there is speculation about the root cause of this bug - screen reader, browser, or Docs version. Please help disambiguate, thanks!

This is a potential blocking bug, we just need to know the source.

This is fixed in the next JAWS update, it's an error in their script.
