The reason is - CIPD needs to know about the service account used by these bots. I can add it (as soon as I figure out what SA it is)

$ cipd acl-edit infra_internal/ios/xcode -reader user:chromium-ci-gpu-builder@chops-service-accounts.iam.gserviceaccount.com This should fix it.

My inclination is that it doesn't rise to the level of trooper P0, which is typically reserved for "everything is on fire"-style outages. -> sergey given #6&7
