Tabs sometimes paint one half at a time |

Issue descriptionChrome Version: 68.0.3414.0 OS: macOS 10.13.4 What steps will reproduce the problem? (1) In chrome://flags, enable #views-browser-windows and set #top-chrome-md to Refresh.* (2) Click back and forth between two tabs repeatedly and watch the tab strip. What is the expected result? The tabs redraw all at once. What happens instead? Very infrequently, half the tab updates, and then the other half. Screen recording attached. --- * I'm not sure whether this is an MD refresh issue or a MacViews issue, or whether it's even Mac-specific, but I don't think I ever noticed it before I switched on the refresh.

ccameron@ et. al: It looks like this is happening on a tile boundary. Does that provide any insight? khushalsagar@: Yes, I'm on ellyjones@' team :-). If this isn't compositing, then I'm not sure what component should own it. Re-adding Internals>Compositing for the moment, but happy to move it.

Tested this issue on Mac OS 10.13.3 on the reported version 68.0.3414.0 and the latest Canary 69.0.3472.3 and unable to reproduce the issue by following the below steps. 1. Launched Chrome with the flag #views-browser-windows enabled and #top-chrome-md set to Refresh. 2. Opened two tabs and clicked back and forth repeatedly and can observe that the tab is painted all at once. Attached is the screen cast for reference. Request you to please check and confirm if anything is missed from our end in trigging the issue. Thanks..
