Right-click Terminal icon shows "New tab" entry, goes to chrome://extensions

OS: Chrome

Repro steps:
1. Open a Terminal window for Crostini
2. Right-click the shelf icon for the open Terminal window

Expected: "New window" option, which opens a new Terminal window
Actual: "New tab" option, which opens chrome://extensions in a tab
