Hover VS Code icon shows empty tooltip

Repro steps:
1. Open VS Code
2. Hover penguin icon in shelf

Expected: "VS Code" or related title; "Linux window" as fallback
Actual: Empty tooltip

I'm unable to reproduce this problem. Are you sure you had the latest VM component in there as well? I'm using 63.0.3415.0 (Chrome OS 10632.0.0). VM version 10620.0.0.

You should get the VS Code icon showing up as well (but that fix probably came after the latest termina build).

I wiped my icons and then I didn't get the icon w/ this build...but I still got the tooltip.

Try this again and let me know.
