After unplugging monitor. tabs are hidden and pages are half way down the window

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.139 Safari/537.36

Steps to reproduce the problem:
1. Plug in monitor
2. Browse
3. unplug monitor
4. Try to browse.  Chrome all jacked

What is the expected behavior?
plugging and unpluging monitor should not mess up the window

What went wrong?
Chrome is maximized.
All the blanks gray on top half
The 10 tabs I have open are hidden.  I can still switch tabs with hotkeys
I can fid it by going to full screen and then leaving full screen.

Did this work before? Yes ???

Chrome version: 66.0.3359.139  Channel: stable
OS Version: OS X 10.13.4
Flash Version: no flash
