Feature policy should support some mechanism for declaring parameters with policy directives.

This would allow:
 - Image compression thresholds
 - CSS-animatable property lists
 - Allowed Image mime-type lists
 - (Possibly) content/transfer size policies

A mechanism for this should be specced, and Chrome should support whatever design is finalized there.
