Issue description

Chrome Version: 67.0.3396.19 dev
Chrome OS Version: 10575.17.0 (Official Build) dev-channel eve

Steps To Reproduce:
(1) Open chrome:components
(2) See Adobe Flash Player listed as Version 0.0.0.0

Expected Result: See the proper version number,

As long as about:version shows the correct version (right now "Flash	29.0.0.140", see https://get.adobe.com/flashplayer/about/) this has no particular significance. It just means the component updater was not used to deliver the last Flash, but it was baked in the image.
