Chrome Version: 68.0.3415.0 (works on Stable, needs bisect)
OS: Win10

What steps will reproduce the problem?
(1) Have multiple windows opened
(2) Mouse over taskbar icon

What is the expected result?
One of the two views in the SS will be overlayed and window titles will be displayed (should be name of visible tab for each window)

What happens instead?
Overlay is shown with all windows labeled as "Untitled", see screenshots
