Regression: Focus stays on subpage arrow button after exiting the overlay.

Issue description

Chrome Version : 68.0.3415.0 (Official Build) afa8bfeb1ad8a79157f12a1add56654e93d897c5-refs/heads/master@{#554687} 32/64-bit

OS: Linux(14.04), Mac OS X(10.12.6,10.13.1,10.13.5) and Windows(7,8,8.1,10).

Steps to reproduce:
1. Launch chrome and navigate to NTP and click on 'Import bookmarks now' in omnibox.
2. On chrome://settings/importData overlay, click on Cancel button and observe subpage arrow button. 

Actual Result : Focus stays on subpage arrow button after exiting the overlay
Expected Result :'Focus should not stay on subpage arrow button after exiting the overlay.

This is regression issue broken in ‘M-67’ and below is the bisect per-revision-bisect.

Good Build: 67.0.3368.0 
Bad Build:  67.0.3369.0 

You are probably looking for a change made after 542361 (known good), but no later than 542362 (first known bad).

CHANGE-LOG URL:

The script might not always return single CL as suspect as some perf builds might get missing due to failure.
