Ghost text does not get translated on changing browser language to Hindi

Issue descriptionChrome Version: 68.0.3415.0 (Official Build) afa8bfeb1ad8a79157f12a1add56654e93d897c5-refs/heads/master@{#554687}(64 bit) OS: Windows(7,8,8.1,10) OS. Steps to reproduce: 1. Launch chrome, navigate to chrome://md-settings/languages and change browser language to 'Hindi'. 2. Now go to language and click on 'Add languages' to open overlay and observe search field Actual Result: Text does not get translated. Expected Result: Text should get translated. This is a Non-regression issue seen from 'M68' series i.e 68.0.3403.0 Note:Issue is not seen on Linux(14.04 LTS) and Mac(10.12.6 , 10.13.1 , 10.13.5) OS

Update : Rechecked the above issue on Windows(7,8.1,8,10) machine using latest Canary chrome version : 68.0.3418.0 and the issue is still reproducible with the steps mentioned in the bug. Thank you.
