'Customize and control DevTools' list get misplaced and appears chopped while zooming out

Issue descriptionChrome Version: 68.0.3415.0 (Official Build) Revision afa8bfeb1ad8a79157f12a1add56654e93d897c5-refs/heads/master@{#554687} (32/64 bit) OS: Win (7, 8, 8.1, 10) and Linux (14.04 LTS) What steps will reproduce the problem? (1) Launch chrome, open DevTools on NTP and click on "Customize and control DevTools" menu (3 dot menu). (2) Select "Dock to bottom" icon to dock DevTools window to bottom. (3) Now click on "Customize and control DevTools" menu to get the list and try to zoom-out in DevTools window and observe. Actual Result: 1) In normal mode, 'Customize and control DevTools' list get misplaced and appears chopped while zooming out. 2) In device mode, 'Customize and control DevTools' list leaves the DevTools window and moves behind the device mode window while zooming out. Expected Result: 'Customize and control DevTools' list should not appear chopped. This is a Non-regression issue seen from M60 series build #60.0.3072.0. Note: Issue is also seen on M-66 Stable (build #66.0.3359.139), M-67 Beta (build #67.0.3396.18) & M-68 Dev (build #68.0.3409.2). Thank You..!!

Rechecked the above issue on latest Canary build #68.0.3431.0 for Linux (14.04 LTS) OS and the issue is fixed on Linux OS. Unable to test the same on Windows 32 & 64-bit canary (due to issue crbug.com/843012) and will update for Windows OS in next canary build with screen-cast. Thank you..!!
