Precondition:
Enable ui-refresh-phase-1 in chrome://flag

Steps to reproduce:
  1.   Open chrome canary.
  2.   Force quit the app and launch chrome
  3. Tap on any of the content suggestion link on NTP and go to full screen
  4.   Tap on the URL on the top.

Observed results:
Notice that the cursor is placed in omnibox with “x” button animation taking place from right to left.

Expected results:
“x” button should not move on tapping in omnibox
