What steps will reproduce the problem?
(1)Sign in to user -> Go to chrome://settings/accounts page
(2)In 'Manage Other users' page -> Enable  'Restrict sign-in to the following users' option so that 'Add person' option is enabled
(3)Now press 'Tab' button until focus reaches to 'Add person' option and Observe Blue focus ring on 'Add person'
(Please refer Video and Screenshot)

Expected:  Blue Focus Ring should be around 'Add person' text i.e. focus should not exceed the text
Actual: Instead Focus Ring for 'Add person' text is exceeding

This is Non-Regression issue seen from M-62
