[DevTools] DevTools window gets dismissed on clicking anywhere on NTP.

Issue description

Chrome Version: 68.0.3415.0 (Official Build) (64-bit) Revision afa8bfeb1ad8a79157f12a1add56654e93d897c5-refs/heads/master@{#554687}
OS: Mac(10.12.6, 10.13.1, 10.13.5).

What steps will reproduce the problem?
1. Launch Chrome, go to NTP, open DevTools and undock it into separate window.
2. Go to ‘Styles’ section and click to open ColorPicker dialog.
3. Move the mouse pointer out of DevTools so that eye dropper appears.
4. Now, click anywhere on NTP and observe.

Actual: DevTools window gets dismissed after clicking on NTP.
Expected: DevTools window should not get dismissed after clicking on NTP.

This is a non-regression issue, seen from M-60 series.

NOTE: 
1. This issue is also reproducible on M-66 Stable (build # 66.0.3359.139), M-67 Beta (build #67.0.3396.18) and M-68 Dev (build # 68.0.3409.2).
2. This issue is not reproducible on Win(7,8,8.1,10) and Linux (14.04 LTS) machines.

I am assuming this is a duplicate of  Bug 838099 , which was fixed with 68.0.3440.0.

Since the report says this reproduces on Mac but not on Windows or Linux, I am updating the label accordingly.

I will double check on Mac what the behavior on the latest releases is to verify.

Ok, so after checking on Mac on M67 stable and M68 beta, it appears to me that there is indeed a difference in behavior of the picker on Mac compared to Linux or Windows. On Mac, I have to first click on the page before the picker become functional. While the picker is functional the dev window is invisible. A subsequent click picks the current color and brings the dev window back.

I am unable to tell if this is the intended behavior or not.
This difference in behavior is unrelated to https://chromium.googlesource.com/chromium/src/+/1cecc366923d3a4ff31f9f36465c7da1155f7a16, so I am unassigning myself in order to get the issue back into triaging.

Also, since this does not appear to be a regression I am lowering the priority to 2.

Sorry for the confusion. The issue fixed in  Bug 838099  temporarily broke the color picker on all platforms, so it overlapped with the issue reported here.

The issue reported here is about the color picker in DevTools behaving strangely on Mac when the DevTools window is undocked. I checked and found that this is the case already on current M67 stable, and keeps being the case all the way until M70 Canary.
