Chrome freezes after start up even in incognito mode

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36 Edge/16.16299 Steps to reproduce the problem: 1. Start browser 2. Browser window opens 3. All control of browser freezes What is the expected behavior? Browser is responsive - either settings, typing an address or whatever What went wrong? Browser window completely freezes, is not responding, eventually has to be closed. If it's closed, still some processes hang so they have to be manually shut down Crashed report ID: cannot even get to any settings, chrome://, etc. How much crashed? Whole browser Is it a problem with a plugin? No Did this work before? N/A Chrome version: 66.0.3359.139 Channel: n/a OS Version: 10.0 Flash Version: Tried: - restarting computer - reinstalling browser - deleting local state file - delete whole user profile - turning off automatically detecing LAN settings - turning off antivirus (do not have a FW) - sweeping PC with malware cleansing tool - EmsisoftEmergencyKit - rolling back to a previous version chrome64_64.0.3282.140 leads to chrome working for a short while the first run - it can finally load some pages, but even in incognito mode after about 1-2 minutes it freezes again (no special activity done), then it behaves the same - freeze after start up

Thanks for filing the issue! Tested in chrome Stable #66.0.3359.139 and Canary #68.0.3424.0 on win 10 and not able to reproduce the issue.Please find the screen shots for your reference. @ jircalius :Could you please let me know if i have missed anything and if possible,Please download and install from https://www.chromium.org/getting-involved/dev-channel.Re-check once and let us know the observations of the issue which would help us to triage the issue further. Hello, seems like I have been finally able to solve the issue (since few minutes, I'm again using Chrome even with profile login). Finally, it was something I guess I should have tested in the beginning. Status bar showing trying to establish secure connection (or similar) when the freeze occured last time lead me to it... Here is what did it: - I turned off windows firewall (using windows 10) - Chrome still got stuck, however, I got further, to be able to at least interact with it for few seconds. So I thought to debug around it further... - I restored windows firewall settings to default and ... works like a charm - so that's the solution As for the root cause, my only idea what was special about that time when it started happening is that Google might have been pushing out this announcement for Data Privacy update (related to EU regulation GDPRS I assume) ? But it can be totally unrelated also, I have not been doing anything special and I definitely didn't block Chrome in any way in FW. Anyhow, hope this helps someone maybe... Thanks anyway !
