OS: Win(7,8,8.1,10), Mac(10.12.6,10.13.1,10.13.5) and Linux (14.04 LTS).

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://settings/help > main menu > advanced > password and forms
(2)Click on 'autofill settings' back navigation button twice.
(3)Again click on forward navigation button and observe autofill settings option.

Actual: Sign into chrome button appears momentarily after clicking on forward navigation button.

Expected: Sign into chrome button should not been after clicking on forward navigation button.

This is a Non-regression issue seen from 'M60' series i.e 60.0.3112.0

Note: This issue is also reproducible on M-66 Stable (build # 66.0.3359.139), M-67 Beta (build # 67.0.3396.18) & M-68 Dev (build # 68.0.3409.2)
