Pre-condition: Disabled 'Material Design in the rest of the browser's native UI' flag from chrome://flags

What steps will reproduce the problem?
(1) Launch chrome,open NTP and click on Star icon to bookmark page.
(2) Observe bookmark bubble.

Actual: Bookmark bubble is not seen after bookmarking page.

Expected: Bookmark bubble is notshould seen after bookmarking page.

This is a regression issue, broken in 'M67',below is biset info:

Good Build:67.0.3387.0(Revision:547598)
Bad Build: 67.0.3388.0(Revision: 547923)

You are probably looking for a change made after 547727 (known good), but no later than 547732 (first known bad).

1.Unable to provide suspect using bisect per revision hence providing suspect using narrow bisect.
2.Issue is not seen on Windows(7,8,8.1,10) and Linux(14.04LTS) OS.
