Text divided into columns stops going into new columns after about 150+

Issue description

Example URL:
http://hyperionics.com/test/li.html

Steps to reproduce the problem:
1. Open the page on an Android phone, or e.g. on Windows with Chrome 66.0.3359.139. If on Windows, make the window smaller, approximately size of a phone screen to generate enough columns to see the problem (over 150).
2. Scroll sideways, near the end you see just empty "pages"
3. Scroll to the last column that has text, scroll it up, see that all the remaining text was appended to that column.

What is the expected behavior?
All text should be properly laid out as columns, not appended to the last column after approx. 150 of them.

What went wrong?
Incorrect text layout.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? Yes Not sure, but on older Android versions with WebView ver. 39 and 55 all works fine.

Does this work in other browsers? Yes

Chrome version: 66.0.3359.126  Channel: stable
OS Version: 8
Flash Version: n/a

Problem happens with Chrome browsers on Windows and on Android, and with Android WebView control, which again breaks my WebView based app. Also tested Beta, Dev and Canary channels on Android - same bug in all of them.

Here are screen captures of the problem from Windows 10, Chrome ver. 66.0.33.139, after zooming out text to better show what happens. Also, this works correctly in the current Firefox browser on any system I tested, in Microsoft Edge browser... Only Chrome is broken.

Tested the issue using #66.0.3359.126 on Pixel 2; 8.1.0 and could observe the incorrect text layout as per the steps mentioned below.

Steps:
1. Launched Browser
2. Navigated to http://hyperionics.com/test/li.html
3. Observed the incorrect layout.

Observing the same behavior since M60. Untriaged for further inputs

This looks to be a site specific issue as same behavior is seen in Firefox as well.

This problem DOES NOT happen in Firefox on Android (tested Firefox ver. 59.0.2), nor on Windows. All text of the page http://hyperionics.com/test/li.html is laid out correctly into columns until the end. Only Chrome has this bug, on Android and Windows, probably any other system too. It does not seem to be site specific as well, I have more examples of text laid out into more than 150 or 160 columns that do the same.

I do not understand issue  Issue 808189  and why it proposes to limit columns at some low number??? What are "illegitimate reasons" for such division? My reason is that WebView control is used to implement ebook reader-like interface with pages read by swiping sideways. Why at page 150 suddenly all text must be appended to the last column??? This is insane. There was never such limitation before and all worked beautifully, now you are breaking existing apps with your "illegitimate reason" logic...
