Chrome Canary active tab name is different from the name of the window - "Untitled"

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.139 Safari/537.36

Steps to reproduce the problem:
1. Open new Tab with any website in Chrome Canary  68.0.34*.*
2. Run MS Spy++ or Move the mouse to Chrome Canary icon to MS Taskbar. You will see "Untitled" in the tooltip.
3. You will see the name windows window is "Untitled"!

What is the expected behavior?
Chrome Canary should show the name of the active tab in the name of its window.

What went wrong?
The name of Chrome Canary window always is "Untitled"!

Did this work before? Yes Conventional versions of Chrome browser

Chrome version: 68.0.3414.0   Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
