Date and Time announcements are inconsistent

Issue description

Version: 67.0.3390.0
Reproduction Steps: 
1.Enable Chromevox
2.Press Search+a+d to check the time using the default TTS voice.
3.Observe that the output is a bunch of individual numbers, and not spoken words.
Expected: The time spoken should be uttered with words. For example, Seven Thirty PM.
Actual: The time is uttered as 7 3 0 and the number of seconds PM.

Summary: Date and Time announcements are inconsistent (was: Chromevox does not read time correctly with Google U.S. Female TTS )
I am able to make ChromeVox announce the time and date in two different ways, but not as single digits. Can you update with where you are when you check the time?

Chrome: 68.0.3405.0 Canary

Steps to repro:
# Close all tabs
# Start Chromevox
# Open a new tab
# Press search+a, search+d
# ChromeVox should announce the time and date with whole numbers and words for the day, month, and year
# Nothing is displayed in braille
# Choose 'full screen' from the chrome menu
# Check the time again
# ChromeVox says the time with the words 'hours' 'minutes' 'seconds' after each part of the time and the date in mm/dd/yyy format
# Time and date are displayed in braille

Expected: Date and time are consistent in all cases and are displayed in braille

Actual: If the clock is not visible on screen, date and time will have a completely different format.
