Cannot print UPS labels from UPS.com internet shipping

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.139 Safari/537.36

Example URL:
ups.com

Steps to reproduce the problem:
1. Create UPS label
2. Click print as usual
3. 

What is the expected behavior?
A print window popup opens and you can then click print

What went wrong?
The window pops up but gives connection refused error and no print button of course.

Does it occur on multiple sites: N/A

Is it a problem with a plugin? N/A 

Did this work before? Yes I believe it was Version 66.0.3359.117 (Official Build) (64-bit) April 23, 2018 I updated Chrome again

Does this work in other browsers? Yes

Chrome version: 66.0.3359.139  Channel: stable
OS Version: 10.0
Flash Version: 

UPS relies on a Java applet to print in Chrome - it appears that the applet does not work any longer or might be blocked in some way. I have reinstalled the applet, removed and reinstalled the printer (Eltron LP 2844). The last successful printing was April 23, 2018. 
I can print from MS Edge but who the heck wants to use Edge?

Thanks for filing the issue!

Unable to reproduce the issue on reported chrome version 66.0.3359.139 using Windows 10 with the below mentioned steps.
1. Launched chrome
2. Navigated to https://www.ups.com/us/en/global.page
3. Clicked Ctrl+P
After hitting Ctrl+P we were able to see print option and we didn't observe any connection_error messages. Attaching the screen cast of the same for reference.

@Reporter: Could you please have a look at the screen cast and let us know if we have missed anything in the process. As we are not clear about point no.1 in comment#0, it would be highly helpful if elaborated on it. Any further inputs from your end may help us to triage the issue in a better way.

Hello, the issue is not a global print issue. It is printing the actual
shipping ticket to the thermal printer from *within* UPS internet ship
program. You would have to create a shipment and try to probably the
shipping ticket from the UPS internet ship print command.

Created a test account to log into this page and tried creating a shipment but it looks like we need to do a payment to generate shipping ticket which is not possible to test as of now.

george@: If its OK for you, would you be able to share the generated shipping ticket to test and try a repro for this..

Further investigation reveals that EDGE will not print the labels either.
The only browser that we have been able to print from is IE legacy... by
opening in Edge and then choosing "open in Internet Explorer" it will then
print. This information points me to Java. Do you agree?

@Reporter: For confirmation, will it be possible to attach a generated shipping ticket to test the issue from our end.

The situation is not quite that easy unless you have a local UPS thermal
printer. I can print to inkjet without issue. I can open the printer
management from settings and print a test page from "manage printer" in
settings. The issue seems to be the handling of the java applet in Chrome
and in Edge. I can reset my password to our UPS account and give it to you
for testing if you like but I am certain you will need the thermal label
printer also.

As per comment#9 by reporter it is clearly understood that the issue has to be checked using "local UPS thermal printer" which isn't available with us currently. Hence adding label TE-Hardware-Dependency.

As far as I know, Java applets have not existed in Chrome for several years now. I don't know how one can even access a Java applet in modern Chrome.
In Chrome, you can go to: settings/advanced/content settings -  and set the
JAVA privilege settings. So, yes JAVA is used by Chrome.

 UPS uses an applet or bookmarklet app to print in chrome. They use a
startup app that invokes JAVA when you are printing to the UPS thermal
printer.

*Windows Users:* Run the installer (link below), which will place the UPS
Thermal Printer App in the Startup folder so that it will run automatically
each time you start your machine.

Run Installer <https://www.ups.com/applet/UPSThermalPrintingSetup2_0.exe>

The program Pepperplate uses a bookmarklet in Chrome or any browser for
that matter.

A *bookmarklet* is a bookmark stored in a web browser that contains
JavaScript commands that add new features to the browser. *Bookmarklets* are
unobtrusive JavaScripts stored as the URL of a bookmark in a web browser or
as a hyperlink on a web page.* Bookmarklets* are usually JavaScript
programs and yes they do run in Chrome.
