Unable to play imgur gifv with Data Saver enabled

Chrome Version: 68.0.3406.0

What steps will reproduce the problem?
(1) Install the Data Saver Chrome extension and enable it
(2) Visit https://i.imgur.com/0tWey3c.gifv

What is the expected result?

The video should play.

What happens instead?

With Data Saver enabled, the video does not play and the spinner in the upper right corner of the first frame runs forever.

With Data Saver disabled, the video plays immediately.

Strangely, when I have Developer Tools enabled the video plays fine.

This might have to do with autoplay policy? With dev tools I see the following error:

Uncaught (in promise) DOMException: play() failed because the user didn't interact with the document first. https://goo.gl/xX8pDD

And my chrome://media-engagement looks like this.
