Overscroll history navigation and pull-to-refresh no longer work on the touchpad

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10575.17.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.19 Safari/537.36
Platform: 10575.17.0 (Official Build) dev-channel eve

Steps to reproduce the problem:
1. Go to a website and click on a link.
2. Try swiping down or swiping to the right with two fingers on the touchpad.

What is the expected behavior?
Swipe down should refresh while swipe to the right should navigate back in history.

What went wrong?
Nothing happens.

Did this work before? Yes Even the previous platform release seemed to work okay

Chrome version: 67.0.3396.19  Channel: dev
OS Version: 10575.17.0
Flash Version: Shockwave Flash 29.0 r0

Not sure if this is a deliberate change, but these gestures make browsing on my Chromebook an absolute pleasure and removing them would be a big regression in ease of use, especially when it comes to going back and forward in history.

Addendum: Pull-to-refresh was for some reason disabled under chrome://flags. Re-enabling it did the trick.

Encouraged by this, I changed the flag for overscroll history to Simple and then back to Parallax, but it's still not working.

This is essentially the same issue, so it seems like it is a general problem with the platform release on eve.
