Steps to reproduce:

# Navigate to chrome://extensions 
# Press tab four times
Expected: focus on the Details button would be reflected in some way
Actual: there is no visual difference between focused and unfocused

This applies to all buttons on this page

This does not reproduce in Google Chrome 67.0.3396.18 (Official Build) dev (64-bit) (cohort: Dev). It also does not reproduce on Chrome OS.
