Add WebXR samples repo to DEPS

Adds a DEPS entry for the WebXR samples repo to sync to
//chrome/test/data/vr/webxr_samples.

Add WebXR perf tests

Adds approximate WebXR equivalents of the existing WebVR perf tests
using the WebXR sample repo's cube sea test page.
