Bluetooth keyboard cannot control photo picker

Steps to reproduce the problem:
1. Connect a Bluetooth keyboard to an android device
2. Navigate to https://reverse.photos
3. Click "Upload Picture" button
4. Try to select an image using the bluetooth keyboard

What is the expected behavior?
Bluetooth Keyboard should interact with the photo picker activity and allow selecting an image

What went wrong?
Bluetooth keyboard has no effect on the activity, and cannot be used to select an image.

Did this work before? No

Tested the issue using #Tested the issue in Android and able to reproduce the issue. Similar behavior is observed since Chrome #60.0.3072.0 and M58

Steps Followed:
Connect a Bluetooth keyboard to an android device
2. Navigate to https://reverse.photos
3. Click "Upload Picture" button
4. Try to select an image using the bluetooth keyboard

Chrome versions tested:
60.0.3072.0, 66.0.3359.106(Stable), 68.0.3416.0(Canary)

OS:
Android 5.0.2

Android Devices:
Samsung Tab

This seems to be a Non-Regression issue as same behavior is seen since M60.  Untriaged for further input's on this issue.
