Views based sign-in screen can't recover from revoked OAuth refresh token

Issue description

Chrome Version       : 68.0.3404.0
OS Version: 10612.0.0

What steps will reproduce the problem?
1. Add an account to your Chromebook, sign out
2. Make changes to your account that will revoke its OAuth refresh tokens (i.e. switch to 2-factor at https://myaccount.google.com/security?pli=1#signin).
3. Sign in again... observe sync auth notificaion... sign out
4. Try to sign in again

What is the expected result?

After (4), you should be pushed through GAIA sign in page.

What happens instead of that?

Views-based UI does not force you through GAIA sign in page, you will end up with the same auth notification showing within the session as in (3). If you switch to WebUI (from the shelf) in you will see your user pod properly decorated and it will force you to re-sign in.
