[MacViewsBrowser] Chrome redraws entire omnibox on each insertion point flash

Chrome Version: 68.0.3406.0
OS: macOS 10.13

What steps will reproduce the problem?
(1) Launch QuartzDebug, set to Show screen updates
(2) In a browser window, click in the omnibox to get an insertion point

What is the expected result?
The omnibox redraws just the insertion point rect on each insertion point flash.

What happens instead?
The omnibox redraws the entire omnibox textfield on each insertion point flash.

Yup, this one is known - Safari does the same thing, but other NSTextFields do not, so something's up here. Tagging this Pri-3 though since it's very not-user-visible.
