[MacViewsBrowser] Perf: Bookmarks manager name textfield insertion point causes redraw of dialog's buttons

Chrome Version: 68.0.3406.0
OS: macOS 10.13

What steps will reproduce the problem?
(1) Launch QuartzDebug, turn on Flash screen updates
(2) Click the bookmarks star
(3) Click in the Name textfield

What is the expected result?
The dialog should redraw the insertion point rect on each insertion point flash.

What happens instead?
The dialog redraws the entire textfield, the dropdown button, and the buttons at the bottom of the dialog on every insertion point flash.
