[MacViewsBrowser] Window resize is jitttery

Chrome Version: 68.0.3406.0
OS: macOS 10.13

What steps will reproduce the problem?
(1) Create a browser window
(2) Drag the bottom edge to resize

What is the expected result?
Smooth resize of the window.

What happens instead?
The resize is jittery, as in the contents of the window abruptly move up and down within the window's bounds. It's interesting that the stoplight windows are also moving.
