Chrome Version:
68.0.3410.2

OS: Win 10
What steps will reproduce the problem?
(1) Open a new tab.
(2) Observe the title in the taskbar: Untitled
(3) Navigate to https://www.google.com/chrome/
(4) Observe the title in the taskbar: Untitled
What is the expected result?
The correct title for the current tab is shown.
What happens instead?
Title shown in the taskbar is: Untitled

Can reproduce in Windows 7 x64 with the last Google Chrome 68.0.3414.0 Canary

Able to reproduce the issue on Windows 10 using chrome reported version #68.0.3410.2 and latest canary #68.0.3415.0.
