Profile picture selection screen is not shown in create new user flow

ChromeOS 10575.18.0, 67.0.3396.19 dev-channel eve

What steps will reproduce the problem?
(1) Click on 'Add Person' from sign-in screen
(2) Click on 'More Options' -> 'Create account'
(3) Fill out basic info, choose username and password and click 'Next' button

What is the expected result?
Profile picture selection screen should be displayed

What happens instead?
Profile picture selection screen is skipped and user is logged in directly. A random default picture is set as profile pic.
