Add tests for destroying a download in the shelf while clicked on it

crbug/815161 was a crash triggered by a download being removed from the shelf while the mouse button was down on it. Cocoa is on its way out, but we should add tests for the Views shelf.

This bug has the label Postmortem-Followup but has not been updated in 3+ weeks. We are working on a new workflow to improve postmortem followthrough. Postmortems and postmortem bugs are very important in making sure we don't repeat prior mistakes and for making Chrome better for all.

This issue only affected the Cocoa UI, which is no longer supported and is being deleted in  issue 832676 .
