Add something like expiration_time for upstream device bot |

Issue descriptionWe only have one device upstream right now connected to https://ci.chromium.org/buildbot/chromium.clang/clang_tot_device/. Since this bot takes a long time to cycle anyhow, and isn't on the CQ, I was wondering if we could extend the time the bot waits for devices. I think if I set it to something very large (say 2 hours) I could run all the unit tests on the one device.
