Buildbucket: define limits

Swarming has certain limits.
Buildbucket must not accept input that will violate swarming's limits.

If the application error returned by Swarming tasks/new is reported back as is, it should be fine.

we could detect violations at configuration validation time. CQ would not land such CL.

Oh, there's a new flag Robbie added to evaluate without triggering, this can be leveraged:
