MacViews toolbar less window is broken

Chrome Version       : 68.0.3410.0
OS Version: OS X 10.13.3

What steps will reproduce the problem?
1. Gmail, open an email
2. Break out the email thread to a new window

What is the expected result?
Window drawn correctly

What happens instead of that?
omnibox and toolbar merged into each other.

Thanks for the report. Is this a popup window? If yes, then this could be duplicate of  issue  769327 .
