What steps will reproduce the problem?
(1)Sign into User -> Now from Uber Tray click on 'Lock' -> Lock screen is seen
(2)Now 'Tab' and observe blue focus on 'Shut down' and 'Sign out' options i.e. 
Bottom line is not around the Text, focus should be within the text

Note : 
1.In  68.0.3404.0 build Sign into User -> Now from Uber Tray click on 'Sign out' -> In Sign out screen press 'Tab' and observe same behavior i.e. Bottom line is not around the Text
(Please refer 'Actual_TabFocusInLatestSignOutScreen' video and Screenshot)
2.Issue is also seen on M-64, M-65,M-66 and M-67

This is Regression Issue as same is working fine in M-63
