Regression:Extension overlay stays open after closing Inspect popup window

Issue descriptionChrome Version: 68.0.3409.2 (Official Build) 90be5dc831f2b7af69690d3b7fa73031c9cdc4c3-refs/branch-heads/3409@{#5}(64 bit) OS: Mac(10.12.6,10.13.1), 10.13.5(Macbook Pro Touchbar) URL: https://chrome.google.com/webstore/search/rss%20subscription%20extension?hl=en-US Pre-condition: Should be signed in to chrome. What steps will reproduce the problem? (1) Launch Chrome, navigate to above URL and add 'RSS Subscription extension'. (2) Navigate to 'https://en.wikipedia.org/wiki/Main_Page' now right click on the RSS Subscription extension icon near the omnibox to open the list and click on 'Inspect Popup'. (3) Now close the dev tools window and observe. Actual Result: The extension overlay stays open even after closing dev tools window and reloading the page. Expected Result: The extension overlay should not stay open after closing dev tools window. This is regression issue broken in ‘M-67’ and providing the bisect using per-revision bisect, Good build: 67.0.3362.0(Revision: 540778) Bad build: 67.0.3364.0(Revision: 541279) You are probably looking for a change made after 540879 (known good), but no later than 540880 (first known bad).
