What steps will reproduce the problem?
(1)Sign into user and sign out 
(2)Suspend the device 
(3)Resume it and observe the screen while loading 

Actual: Weird white screen with only user profile pic is seen 
Expected: Instead, Sign out screen should be seen

This is a Regression issue as same is working in 68.0.3397.0/10595.0.0 dev

Note: Issue is not seen in Windows,Linux OS
