Regression:Chrome browser (68.0.3410.0) crashes after keeping it ideal for approx 10 min.

Chrome Version:68.0.3410.0 (Official Build)Revision 244bd88b9f49eeb69a105d923fc3e23190e14399-refs/heads/master@{#554249} (32/64-bit)
OS:Win(7,8,8.1,10)

What steps will reproduce the problem?
(1)Freshly launch chrome navigate to 2-3 websites for e.g https://news.google.com/
(2)Keep the browser is standby mode (inactive) for 10 min and observe.

Actual: Chrome browser crashes after keeping it in standby mode.

Expected: Chrome browser should not crash.


This is a regression issue broken in 'M68' and below is the manual regression range
Good build: 68.0.3409.0
Bad build:  68.0.3410.0

@varunmohan: Could you please look into the issue, pardon me if it has nothing to do with your changes and if possible please assign it to concern owner.

Note: Issue not seen on Mac(10.12.6,10.13.1,10.13.5)and Linux(14.04 LTS) OS.
