Translate bubble and translate icon doesn’t appear in omnibox for www.baidu.com.

Chrome Version: 68.0.3409.2 (Official Build)Revision 90be5dc831f2b7af69690d3b7fa73031c9cdc4c3-refs/branch-heads/3409@{#5} 32/64-bit.
OS: Win(7,8,8.1,10), Mac(10.12.6, 10.13.1, 10.13.5) and Linux (14.04 LTS).

Test-URL: http://www.baidu.com/

What steps will reproduce the problem?
1. Launch Chrome, go to above Test-URL and observe.

Actual: Translate bubble doesn’t appear.
Expected: Translate bubble should appear.

This is a non-regression issue, seen from M-60 series.

NOTE: This issue is also reproducible on M-66 Stable (build # 66.0.3359.139) & M-67 Beta (build # 67.0.3396.18).
