Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.18 Safari/537.36 Steps to reproduce the problem: press middle mouse button to open picture in new tab for example or anywhere else on the webpage without moving afterwards What is the expected behavior? scrolling should still work regardless of usage What went wrong? scrolling doesnt work anymore until you use middle mouse button again and move one the webpage Did this work before? Yes 66 Chrome version: 67.0.3396.18 Channel: beta OS Version: 10.0 Flash Version: 29.0.0.140

Unable to reproduce the issue on reported version on 67.0.3396.18 Using Windows 7 & 10 with the below mentioned steps. Attached screencast for reference. 1. Launched Chrome 2. Navigated to google pics and google search page 3. Tried to open pictures with middle mouse button click and we didn't observe any issues with middle mouse button click. As we are unable to reproduce the issue from our end. Can you verify this issue with fresh profile that is not having any extensions and apps.Let us know still issue is persists. Thanks! Thanks

I'm sorry, I didn't correctly explain the issue. I meant a single click on a link or picture, but I meant a double click in your wikipedia example. Scrolling afterwards with the middle mouse button doesn't work in my case. I've tried to reproduce the issue on both my normal and a fresh profile, but I'm only getting the wikipedia example to reproduce the issue on both profiles. Clicking the middle mouse button again and moving around seems to unlock it again. Selecting and moving the scroll bar on the side doesn't work.

I can reproduce this bug by the following step 1. find a long page. 2. Middle click to enter auto-scrolling. 3. Do NOT move the cursor at all, just middle click again at the same place again to cancel auto-scrolling. Unexpected behavior: Now, you cannot use scroll wheel to scroll at all.
