Steps to reproduce the problem:
In my test app(Use attached file [showWindowTest.zip]):
1. click [Create Window(Minimized)] button to create a window with chrome.window.create() with "minimized", 
e.g.
 optionsDictionary.state = "minimized";
 chrome.app.window.create('window_1.html', optionsDictionary, callback);

2. new window Displayed on desktop
 "minimized" not work

What is the expected behavior?
The new window can be minimized in shelf

What went wrong?
The new window cannot be minimized

On OS 66.0..3359.117:
 new window Displayed on desktop("minimized" not work)
On OS 65.0.3325.209:
 new window minimized in shelf

Did this work before? Yes 65.0.3325.209
