[MacViewsBrowser] Tooltips should not appear when mouse is pressed

Issue description

Chrome Version: 68.0.3409.0
OS: macOS 10.13

What steps will reproduce the problem?
(1) Create a window with two tabs
(2) Drag one of the tabs sideways in the window and stop moving the mouse (keeping the mouse button down)

What is the expected result?
No tooltip should appear

What happens instead?
The tab's tooltip appears as if I were hovering over the tab.
