VR: Undoing tab closure leaves no tab visible.

If you click 'close all tabs', then click 'undo' on the infobar that shows up, you're left in a state with tabs open but none of them visible.

We don't have a way to actually close all tabs on standalones, and the close all tabs menu item is gone (at least for now).

I'll leave this open so we don't forget, but if we end up never allowing you to get to a no-tab state, then we can close this.
